Center Overview

This project will improve educational results for students with disabilities by: (a) promoting the successful participation of minority institutions of higher education (MIHEs) in IDEA personnel preparation competitions, and (b) supporting the development and enhancement of special education and related services programs at MIHEs.

Methods

The Monarch Center's clients are faculty members in MIHE (those IHEs with at least 25% minority enrollment) departments of special education and related services. Monarch Center technical assistance (TA) services emphasize client involvement, satisfaction for services received, and utilization of knowledge and skills gained. These objectives are promoted through the use of the following: (a) needs assessment; (b) participatory planning of TA events; (c) client-identified issues integrated into the design and provision of TA services; (d) follow-up and mentoring after TA delivery; and, (e) pen and paper, face-to-face interviews and focus groups evaluation activities with clients. Technical assistance focuses on preparation of successful applications for awards from the IDEA Part D personnel preparation program through Grant Proposal Development workshops, mentoring, and post-award management meetings, and through Program Development and Enhancement, including: (a) meeting new federal and state personnel requirements; (b) incorporating scientifically based practice in coursework; (c) adding new dimensions to personnel preparation programs; (d) developing new special education programs; and (e) facilitating MIHE's increased participation in state systems change and policy formulation. TA services are provided by a nationwide cadre of content experts and trainers through workshops, seminars, conferences, individual mentoring, and follow-along coaching. Additionally, the Monarch Center maintains collaborative partnerships and cooperative activities with a range of OSEP TA&D providers, research and development projects, national centers, and organizations to further shared goals.
